I have applied RTI to Rasipuram municipality corporation through registered post,in that I have attached Indian postal order of rs.10 as fees for RTI application. But PIO refused that postal money order stating that 'it has been removed from payment options' and he considered my RTI application as ordinary application and he replied. Also I have attached his reply letter to you.
I want to know,
1.Whether Indian postal money order payment option has been removed from RTI fees payment options? When it was removed?
2.Why it is not notified in Tamilnadu official websit  www.tnsic.gov.in have attached RTI fees rules documents,
3.If PIO provided me false information,to whom should I complaint?
4.What are the disciplinary actions taken against PIO for providing such wrong information?
Please respond to my questions at the earliest.Thank you.
Answer:

As per TNRTI(Fees) Rules,2005, application fee may be paid through 'Postal money order'. Postal money order and Postal order are different. Postal order is not a mode of payment of fees as per TNRTI(Fees) Rules,2005. The reply given by the PIO on the question of fees seems to be correct as per the Fees Rules.

4. What is the total fees which i am required to pay for IDP?
5. What is the timeframe for issuance of IDP?
6. If at any stage the RTO insists of bribe, what are the provisions available to the citizens of india to complain and to whom the complaint should be directed to?
Answer:

There is no provision for filing RTI application online in the State.
The Information Commission cannot offer clarifications on matters about which you have asked. It is only a second appellate authority on RTI petitions.
RTI applications are handled by a designated Public Information Officer who can only give copies of documents available with him. He may not be in a position to offer clarifications. It is not like  a Help Desk.
You may mail or address the RTO seeking clarifications as a normal request instead of making an application under RTI .
Motor Vehicles Act and Motor Vehicles Rules which are available in the public domain may throw light.

ACCORDING TO RTI SECTION 5(4) AND  5(5) It is the duty of the PIO to obtain the information that is held by or available with the public authority. Each of the sections or department of a public Authority cannot be treated as a separate or distinct public authority. If any information is available with one section or the department, it shall be deemed to be available with the Public Authority as one single entity .
BUT  IN GROSS VIOLATION TO THESE SECTION MANY OF THE DEPARTMENT HEADS IN TAMILNADU ARE TRANSFERRING  RTI APPLICATIONS WHICH ARE RAISED TO PIO OF THEIR OFFICE TO THE PIO OF INSTITUTIONS WHICH ARE COMING UNDER THE DIRECT ADMINISTRATIVE CONTROL OF THE CONCERNED DIRECTORATE,TREATING THE APPLICATIONS AS IF THEY ARE  COMING UNDER SECTION 6 (3).
THIS NEGLIGENT ATTITUDE OF THE DIRECTORATES RESULTS IN DELAY IN GETTING REPLY TO THE APPLICANTS WHO HAVE NO OTHER GO OTHER THAN WAITING FOR  THE LAST PIO TO RESPOND TO THEM  AFTER  EACH PIO OF THE SAME PA TO WHOM THE APPLICATION WAS SHUNTED TAKE THE TIME LIMIT OF 30 + 5 DAYS.
I HUMBLY REQUEST TO ISSUE INSTRUCTIONS  TO VARIOUS DIRECTORATES IN THIS REGARD  TO STOP THIS  PRACTICE.

Answer:
I suggest that you may take up the matter with the government (Personnel and Administrative Reforms department) because it is for the government to issue general instructions to Public Information Officers and other authorities.
If this is brought to the notice of the Commissioner in any particular case, the matter may be looked into by the Commission.
In some cases, instructions have already been given by the Commission that Section 5(4) can be used in which case, the official who receives the request will be deemed to be Public Information Officer.
You may also look into the decision of three member bench of the Central Information Commission in the Kanti Lal Modi vs CBEC which extensively deals with the question of transfer of petitions under 6(3) of the Act

I completely my M.Phil degree on 2014 but still I didn't get my convocation. When I went to university to get the convocation there is no proper response. Could I get the information by using RIT. Please reply me sir kindly do the needful

Answer:

It is not clear from you mail what you exactly want. Do you want the degree certificate or the date of the convocation?  This must be made clear in the RTI petition. In either case, you may ask when the degree certificate will be given or when the convocation will be held.

It is suggested that you send a mail or petition  to the Registrar instead of RTI application as under RTI only copies of documents can be sought.

If you do not get a response in time, you may send a petition under RTI Act, affixing a court fee stamp of Rs 10 to the PIO (Public Information Officer) of the concerned University, asking for information on the action taken on your email or petition you first sent.
Madras University has detailed guidelines in http://www.unom.ac.in/index.php?route=rti/rti
